Objective:To construct a comprehensive evaluation index system for three-level intervention of birth defects

to determine weights of all indicators

and to provide a scientific evidence for carrying out evaluation of intervention of birth defects. Methods:The evaluation index system was established by means of literature research and Delphi method through two rounds of consultation. The weight of each index was determined by analytic hierarchy process(AHP). Finally

consistency coefficients were tested. Results:The positive coefficients of the two rounds were 94.3% and 90.9% respectively

and the average authority coefficient of the experts was0.86. A comprehensive evaluation index system which included 3 primary indicators(including project organization and management

project process evaluation

project intervention evaluation)

9 secondary indicators and 31 third-level indicators was built

and the weights of all indicators were determined. Conclusion:Experts have good representativeness and high authority. The evaluation system is scientific

reliable and can be used for the comprehensive evaluation of the project for three-levels intervention of birth defects.
