摘要

目的

为提升公共卫生硕士（Master of Public Health，MPH）应对突发公共卫生事件的卫生应急能力，构建并验证基于成果导向教育（outcome-based education，OBE）理念的MPH突发公共卫生事件卫生应急能力评价指标体系，为公共卫生人才培养提供实践指导。

方法

运用德尔菲法，经2轮专家咨询确定指标体系；采用层次分析法（analytic hierarchy process，AHP）确定各指标权重；运用模糊综合评价法（fuzzy comprehensive evaluation，FCE）验证指标体系的有效性。以哈尔滨医科大学2024级67名MPH学生为研究对象，开展课程教学，并通过配对

检验分析教学效果。

结果

最终形成包含5个一级指标和15个二级指标的指标体系。2轮专家咨询的专家权威系数（Cr）分别为0.85、0.86，肯德尔和谐系数（Kendall’s

）分别为0.33、0.28（

0.001）。一级指标权重从大到小依次为：恢复与重建能力（0.24）、响应与处置能力（0.22）、监测与预警能力（0.20）、预防与准备能力（0.18）和知识储备（0.16）。模糊综合评价显示，指标体系的应急管理能力为“良”。基于该指标体系开展教学后，学生应急能力综合得分从80.35分提高到88.81分。

结论

构建的基于OBE理念的MPH突发公共卫生事件卫生应急能力评价指标体系科学可靠，有助于提升MPH应对突发公共卫生事件的能力。

Abstract

Objective

To establish and validate an outcome-based education (OBE)-based evaluation indicator system designed to enhance the public health emergency response capability of Master of Public Health (MPH) students

and to provide practical guidance for the cultivation of public health talents.

Methods

The indicator system was determined through two rounds of expert consultations using the Delphi method. The weight of each indicator was calculated by the analytic hierarchy process

and the validity of the indicator system was validated by the fuzzy comprehensive evaluation (FCE) method. Sixty-seven MPH students of the 2024 grade from Harbin Medical University served as research participants. Relevant curriculum teaching was implemented

and a paired t-test was employed to statistically analyze the teaching effectiveness.

Results

An indicator system including 5 primary indicators and 15 secondary indicators was formed. The expert authority coefficient values for the two rounds of consultations were 0.85 and 0.86

respectively

and Kendall's W values were 0.33 and 0.

0.001). The primary indicators with weights in descending order were recovery and reconstruction capability (0.24)

and knowledge reserve (0.16). The FCE rated the system's emergency management competency as "Good". Following the implementation of teaching based on this indicator system

the comprehensive score of MPH students' emergency response capability increased from 80.35 points to 88.81 points.

Conclusions

The evaluation indicator system for the public health emergency response capability of MPH

constructed based on the OBE philosophy

is scientifically sound and reliable

and contributes to enhancing the competence of MPH in responding to public health emergencies.
